Title: Reliability in the German Value of Time Study
Abstract: The German Federal Ministry of Transport and Digital Infrastructure is currently preparing the 2015 Federal Transport Investment Plan. As part of this, it is updating the overall methodology of its cost-benefit analysis meaning values of both reliability (VOR) and travel time (VOT) for personal and business travel will be estimated. While the new VOTs will replace a set of existing values, the VOR will be estimated for the first time as they are not incorporated in the standard appraisal yet. In line with international practice the data collection adopted a two-stage approach: first respondents reported about current trips (revealed preference), which were then systematically varied to be the basis for stated preference experiments. This paper presents the findings of estimating the VOR. In the SP experiments the reliability of the travel modes was presented with different formats. The final model formulation differs in the definition of reliability for private and public transport. For car trips, saving travel time is "worthier" to the respondents than reducing the variability. The calculated VOR for the mean expected unscheduled delay of public transport trips are slightly lower than the VOTs which means that the reliability is here less important to the respondents than relevant travel time saving. One minute of mean expected unscheduled delay and one minute of standard deviation are almost equivalent to one minute of travel time saving (reliability ratio). As this has been the first official estimation of the value of reliability and time for Germany, the values should be reconsidered and updated on a regular basis.2

Title: A dynamic approach to long term mobility decisions in the life course
Abstract: The relatively new research field of mobility biographies designates the analyses of long-term mobility behaviour and the availability of mobility tools in a life span. A retrospective survey of the TU Dortmund, ETH Zurich and Goethe University Frankfurt collects data on individual mobility biographies of three different generations in a household with a life-calender. Most of the past long-term decisions made by individuals such as buying a house or changing job affect their preferences in future periods and induce economic constraints in the form of transaction costs. Ignoring these aspects may lead to biased estimated in the analysis. A dynamic probit model is used to identify impacts on the individual decisions on car availability in a life span and tests for differences between gender or is used to include the time dependency of the explanatory variables such as age, the number of children or education. The focus of the paper is to compare the modelling results following common practices in the life course calendar literature, based on random effects probit models with the results obtained with a dynamic random effects probit model with autocorrelation. In contrary to the classic random effects probit model approach the main advantage of the dynamic probit approach is to explicitly model the correlated time-fixed and time-varying unobserved heterogeneity.2

Title: Modellierung von Arbeitsplatzentscheidungen in Mobilitätsbiographien
Abstract: Mobilitätsbiographien, das heißt die Analyse des Verkehrsverhaltens und der Verfügbarkeit von Mobilitätswerkzeugen im Lebensverlauf, ist ein relativ neues Feld in der Verkehrsforschung. Die Erwerbsbiographien sind als Teil von ihnen zu verstehen, auch wenn sie ein eigenes Interessengebiet darstellen. In einer Retroperspektivbefragung der TU Dortmund werden zusammen mit der ETH Zürich und der Goethe Universität Frankfurt Informationen zu den individuellen Mobilitätsbiographien von drei Generationen eines Haushaltes erfasst. Anhand dieses umfangreichen Datensatzes werden mithilfe einer Überlebenszeit-Analyse für rekurrente Ereignisse Einflüsse auf die Entscheidung für einen Arbeitswegwechsel, sowie Unterschiede zwischen Generationen und Geschlechtern im Zeitverlauf statistisch analysiert. Neben Generationeneffekten konnte der Effekt von sogenannten Schlüsselereignissen (key events) in den Daten nachgewiesen werden. Ebenso konnte die starke Interdependenz von Arbeitsplatz- und Wohnortwahl gezeigt werden. Dies bestätigt die Vermutung, dass sich gewisse Prozesse im Lebensverlauf parallel bewegen2

Title: Valuing Travel Time Savings: A Case of Short-term or Long-term Choices?
Abstract: Most value of time studies make use of stated preference data framed around short term decisions such as route choice. However, except in the presence of toll roads, most travellers only have the ability to really trade time and money in a longer term setting, such as when changing residential or employment location. In this paper, we make use of a unique dataset which presented respondents with both short term and long term decisions. The former involved trading between travel time and travel cost, while the latter looked at changes in employment. We find substantial differences in the valuations coming out of these two types of experiments. In common with many other studies, we also see differences depending on whether willingness to accept or willingness to pay scenarios are presented in the short term settings, but we additionally note that the type of scenario shown in the short term choices has an impact on the valuations in the long term settings, which are always framed as a willingness to accept setting.2

Title: Greening Household Behaviour and Transport
Abstract: This report focuses on personal transport choices. It presents the results of follow-up analysis of the 2011 OECD Survey on Environmental Policy and Individual Behaviour Change (EPIC) survey where econometric techniques are applied. The report complements the overview of the survey data provided in the publication OECD (2014). The objective of the analysis is to understand the determinants of household choices in the following areas: the use of alternative modes of transportation car ownership, willingness-to- pay for an electric vehicles and the relative importance of environmental factors when buying a car. The results indicate that the choice of non-motorized modes of transportation is strongly correlated with the proximity of the destination and that attitudinal variables play only a minor role. The same is true for the use of public transport. Households that say that they trust information about environmental impact of products, are better educated about impact of private transport and are in favour of government actions to reduce CO2, tend to have a higher willingness to pay for electric vehicles.2

As part of this, it is updating the overall methodology including the cost-benefit analysis (CBA), which is used to evaluate the effects of hundreds of German infrastructure projects. The paper presents the survey of the first official estimation of the values of time (VOT) and values of reliability (VOR) for personal and business travel for Germany. The VOTs will replace a set of existing values, which were based on values from BVWP'92. The VORs were estimated for the first time, as they are not incorporated in the standard appraisal yet. This paper gives inside on the survey design, reports experiences made in the field phase and analyses the response behaviour of the participants. It shows that a rich dataset has been collected which builds the basis for further modelling.2

Title: Determine VTTS for the German Federal Transport Infrastructure Planning
Subtitle: Methods and Experiences
Abstract: In the course of compiling Germany's new Federal Transport Infrastructure Plan in 2015 the German Federal Ministry of Transport, Building and Urban Development (BMVBS) intents to carry out cost benefit analysis for several infrastructure projects. On this account a research group consisting of the IVT of the ETH Zurich and TNS Infratest redetermines the valuation for travel time saving (VTTS) and travel time reliability (VOR). The aim of the project is among other things to estimate a model for modal relocation in passenger and business traffic. An individualized stated choice survey is the reasonable and established approach for an empirical answer to the core issues. On the basis of collected revealed preference data, a stated preference questionnaire is designed in a second step. Beside experiments concerning mode choice, route choice and route choice and departure time, also long term decision which will have an influence on future trips are taken into consideration. This involves residential choice as well as work choice decisions. Likewise business traffic should be given particular attention in the future, emphasising on the effect of travel time on companies mode choice decisions besides logistic, fiscal, marketing and other influences. To complete scientific research and also to take practical experience into account, several qualitative interviews respective an employee's mode choice are conducted with decision makers in different companies.
